Recently i asked about this, and was told that as of yet, there's no way incorporated that trainers can teach their pokemon Tutor moves. I'm not very imaginative on this aspect, so this is a solution i'm sure many others could've thought about off the top of their head. I'm simply stating this since it appears no one else has done so.
The Move tutor in most games is known to be just a man obsessed with Heart scales. you give him heartscale and he'll teach you the move?
if it's that simple there, surely it can be that simple here. the only problem would be... actually incorperating the heart scales.
the easiest/fastest way to do so would be to just add it to the shop list... but then maybe getting the tutor moves would be a little too easy?
then there's the idea i originally thought of, and that would be that sometimes a wild pokemon would drop one when captured/fainted. it wouldn't have to be on any specific pokemon, proably just have a 1 in ??? chance of it dropping from anything. maybe 1/10 or 1/20. just enter said number value into rng and if it comes up 1 (or selected lucky number), that's your heart scale.
((maybe any number less than three means a heartscale? get it? <3 xD ))
idk what else to make of this, i was just putting an idea that popped into my head out there. :P might be useful, might not.~

My small input would be first deciding how easy or difficult one wants it to be to obtain tutor move(s). Once that is figured out, then the proper way to place it in and/or restrict it will come to light.
Want to make it easy? Just have Tutor Moves cost money. Need to limit that? One tutor move per Pokemon. Etc etc etc etc...
The least complicated, the better, however. Having to jump through multiple hoops for a thing is typically more trouble than its worth, especially on the staff side.

considering in diamond and pearl that you could mine heart scales (but also evolutionary stones and other such as that) it was easy to obtain tutor moves, in fact i just went back on my game and gave a gligar swift, since it's a move nolonger obtainable in future games.
anywhere else, you have to go stealing from luvdisc, even then those are high chances- because luvdisc has a 50% chance of holding one, not 5%. so i'd figure it's pretty easy game wise to get heart scales, it wouldn't be making it too easy just to buy moves in shop.
i wanna teach scorpio swift now. xD
